We order programs by their roster's median time in the 200 Free. That's the time a middle-of-the-roster swimmer goes, so the ranking reflects the whole team, not just the fastest swimmer. A program appears only when it has at least 4 swimmers rostered in the event.

Do I have to hit the median time to get recruited?

No. These numbers are a snapshot of who is on rosters this season, not a cutoff. Use the median and the score, contribute, and depth cuts to narrow your list to programs where your times are in range, then research from there.
